Digital Opportunity

Concern for disadvantaged groups and equality of digital opportunity has long been a focal point in government promotion of information and communications construction and the provision of government services. Since 2004, Taiwan has promoted a series of domestic policy programs – “Reducing the Digital Divide”, “Creating Equality of Digital Opportunity”, “Deepening e-care”, “Expanding Digital Applications to Remote Areas” etc. These programs were designed to use public and private sector resources to provide equality of digital opportunity to everyone, regardless of area, group or industry, thereby optimizing the benefits of living in a network society.In recent years, the government’s policy to reduce the digital divide has become transformed more proactive, focused on e-care, e-inclusion, e-opportunity etc. It is hoped that stronger and more beneficial public policy program will help to reduce the digital opportunity divide between specific groups.

The NDC conducts an annual Digital Opportunity Survey for Individuals and Households to determine domestic digital development in Taiwan. This survey focuses on digital opportunities, collecting data on current information access, literacy and applications by individuals and households in work, study and living environments. Through empowerment, inclusion and the elimination of obstacles, it is possible to better understand the digital opportunities and dangers available in an information society, which provides a basis on which we can better care for disadvantaged groups, deepen government e-care policy and adopt international indicators. It also makes it possible to conduct a comparative analysis of the digital divide and the benefits of digital opportunity policies in Taiwan and internationally.
