The National Development Council (NDC) establishes the Department of Overall Planning (DOP) in order to help plan, coordinate, and review national development policies and plans. The DOP is divided into five Sections and is led by a Department Director and two Deputy Directors. Departmental responsibilities include : the planning, coordination and review of mid- to long-term national development plans, annual national development plans and implementation reviews; the planning, promotion, review, and compiling of systems for projects of Executive Yuan entities; the planning, coordination, and review of systems for mid-/long-term individual plans of Executive Yuan Subordinate Agencies.; international cooperation and exchanges for purposes of implementing national development plans; the study and application of econometric methods for issues related to economic growth and development; the design and formulation of projects related to national development policies, and the investigation of relevant key policy issues; the compilation and promotion of national socio-economic data; the management of the NDC library information and publications; coordinating impact assessments of mid-/long-term projects on gender equality. The following are the titles and responsibilities of each of the Sections:
Plan Drafting Section:
1.Planning coordinating, compiling, and reviewing national development plans.
2.Coordinating and compiling strategies and policies for national development plans.
3.Planning and promoting systems of Ministry 4 Years Overall Strategic Plan and Annual Overall Strategic Plan.
4.Reviewing and compiling for Ministry 4 Years Overall Strategic Plan and Annual Overall Strategic Plan.
5.Coordinating impact assessments of mid-/long-term projects on gender equality.
6.Study and analysis of policies and issues related to national development plans.
7.Performing other tasks as required.
Economic Planning Section:
1.Establishing and reviewing macroeconomic goals of national development plans.
2.Study and analysis of policies and issues related to national development plans.
3.Studying issues and topics related to economic growth, structural transformation, and potential output.
4.Evaluating quantitatively the macroeconomic impact of major economic and financial issues.
5.Performing other tasks as required.
International Cooperation Section:
1.Serving as the NDC contact window and administrative staff for the “Committee of Global Economic & Trade Strategy” in the Executive Yuan.
2.Coordinating and promoting participation in international trade organizations and other regional integration programs.
3.Formulating, reviewing, coordinating, and promoting international trade policies and measures.
4.Study and analysis of policies and issues related to national development plans.
5.Taking on responsibility for cooperation and exchange matters with international think tanks.
6.Performing other tasks as required.
Section of APEC and International Liaison Affairs:
1.Formulating, coordinating, and promoting Taiwan’s participation in the Asia-Pacific Economic Cooperation (APEC) affairs, serving as the unit in charge of Taiwan's participation in the APEC Economic Committee (EC).
2.Reviewing foreign trade and economic initiatives handed down by the Executive Yuan.
3.Promoting and coordinating bilateral trade and economic cooperation, as well as related liaison matters.
4.Acting as the major contact window for various overseas representatives and institutions, as well as foreign chambers of commerce in Taiwan.
5.Collecting and compiling bilateral trade and economic information.
6.Taking on responsibility for preparations and related arrangements for receiving guests visiting the NDC.
7.Study and analysis of policies and issues related to national development plans.
8.Performing other tasks as required.
Information Compilation Section
1.Generating relevant socio-economic data, related to national development and compiling and releasing policy publications.
2.Planning and generating national development policies promotion and multimedia materials.
3.Managing the NDC library and publications as well as establishing and maintaining institution archives.
4.Functioning as senior administrative aides to the Premier as well as industrial and commercial groups during breakfast and luncheon meetings.
5.Study and analysis of policies and issues related to national development plans.
6.Performing other tasks as required.
