Forward-looking Infrastructure Development Program
In an ongoing effort to build infrastructure for national development in the next 30 years, the government is actively making a comprehensive plan to expand infrastructure investment. The Forward-looking Infrastructure Development Program includes funding for 8 categories: railway projects to provide safe and fast transportation, water environments to build resilience against climate change, green energy infrastructure to foster environmental sustainability, digital infrastructure to create a smart and connected nation, urban and rural projects to balance regional development, child care facilities to reverse declining birth rate trends, infrastructure to ensure food safety, and human resources infrastructure to nurture talent and boost employment.
The Asia Silicon Valley Development Plan
The Plan is expected to transform Taiwan’s industrial structure with IoT, and drive economic growth with innovation and entrepreneurship.
Promoting the Regional Revitalization Policy
In order to address issues such as shrinking population, aging society, low birth rate, excessive concentration of population in large cities, and imbalance of urban and rural development, the Executive Yuan established the Regional Revitalization Board; comprised of central government, local government, and responsible persons from private enterprises as well as experts and scholars that boost regional revitalization. NDC is responsible for overall planning, adjusting, and integrating the regional revitalization-related resources of various ministries to implement and promote regional revitalization.

Act for the Recruitment and Employment of Foreign Professionals
In this era of the globalized knowledge economy, sufficiency of high-quality talent is the core of national competitiveness. However, Taiwan is currently facing an external environment in which countries are competing fiercely to attract international talent, while itself falling short in incentives to attract foreign professionals. As a result, its outflow and shortages of talent are growing more serious by the day. International studies show that Taiwan has a severe talent deficit. For example, Oxford Economics’ Global Talent 2021 report forecast that, owing to its aging population and limited scope for heightening gains from education, Taiwan’s talent deficit in 2021 will be the largest of all 46 countries surveyed. And in the IMD World Talent Report 2016 issued by the IMD’s World Competitiveness Center, Taiwan was ranked 24th among the 61 countries assessed. These findings demonstrate that Taiwan still has a need to strengthen its recruitment of foreign professionals.
Action Plan for Enhancing Taiwan’s Startup Ecosystem
It is imperative for Taiwan to constantly upgrade its startup ecosystem if it is to thrive in the digital economy era and transform successfully into an innovation-driven economy. To this end, National Development Council has consulted local startup communities and discussed with various Government agencies so as to formulate the Action Plan for Enhancing Taiwan’s Startup Ecosystem. The Plan was presented for further discussion in inter-ministerial meetings, and was approved by the Executive Yuan on February 22, 2018. The Action Plan comprises five strategies and 40 measures which will be jointly promoted by 13 Government agencies. By pushing ahead this Action Plan, the Government would create a robust startup ecosystem in Taiwan, raising Taiwan’s visibility internationally, and making Taiwan an Asia’s startup nation.
Open Government National Action Plan
In 2011, 8 funding governments leaders (Brazil , Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, and the United States) and civil society advocates came together to create Open Government Partnership—one that to promote accountable, responsive and inclusive governance. So far, there are seventy-eight countries and twenty local governments have joined in.
National Development Plan (2021-2024)
The 18th Medium-Term Plan ─ National Development Plan (2021-2024) was passed by Executive Yuan on July 16, 2020 and will be officially launched from 2021. Following the President's philosophy of national governance and the Premier's administrative guidelines as well as taking into account international development trends and important domestic issues, the plan set out the national development strategies and will serve as the overarching policy blueprint of the government over the next four years.

Startup Regulatory Adjustment Platform
The rapid development of the digital economy has led to the rise of various kinds of startup. Many new business models blur the lines between industries, with the result that startup operators face difficulties such as lack of clarity about applicable regulations, not knowing the competent authority or laws that are not clearly defined.
Industrial Innovation and Transformation Fund
National Development Fund (NDF) establishes a NT100 billion fund, aiming to stimulate private sector investments, promote innovation and transformation, create job opportunities, and reinvigorate Taiwan’s economy. NDF, along with private sector investors, will invest in merger and acquisition, spin-off, and business transformation plans.
Deregulation Launched to Eliminate Investment Obstacles
Based on the principles of benefitting the people and simplifying administrative procedure to provide convenience for the public, the NDC pursues the objective of promoting tangible regulatory reform outcomes that the people can see and enjoy. With priority given to economic and financial regulations and beginning with review of interpretive rules, directions and rules and regulations, obstacles to corporate investment will be eliminated and a more convenient, efficient and business-friendly regulatory environment established.
Deliberation, Early Warning, and Withdraw Mechanism of the Public Construction Projects
Adopting the concept of the life cycle of a public construction project, the early warning mechanism strengthens deliberative function and requires clear approval to enable better execution of the projects. The screening project indicates a situation and creates a warning to find out the problem and prevent the situation from further deteriorating to the extent of being irretrievable. The withdrawal mechanism is the last resort to redistribute the resources, letting the resources be allocated properly to projects in need. The structure of the early warning mechanism during the life cycle of a public construction project is shown below.
