The American Chamber of Commerce in Taiwan Releases the 2026 White Paper NDC: Taiwan and the United States Are Key Partners for Economic Security and Non-Red Supply Chain Resilience
NDC Minister Yeh Chun-hsien attended the launch event for The American Chamber of Commerce in Taiwan (AmCham) 2026 Taiwan White Paper today and accepted it on behalf of the government. Taiwan–U.S. relations have become increasingly close and strategically significant in recent years, with the two sides becoming key partners for safeguarding economic security and strengthening the resilience of non-red supply chains. He expressed gratitude for the AmCham’s commitment to Taiwan for many years and its recommendations for improving the investment environment and enhancing Taiwan–U.S. relations.

Minister Yeh pointed out that earlier this year, Taiwan and the United States signed the Agreement on Reciprocal Trade (ART) and established a mechanism for high-tech supply chain cooperation through a Memorandum of Understanding (MOU) on investment cooperation, marking a further step toward systematic collaboration. The NDC has also recently launched the Financing Guarantee Mechanism for Taiwanese Enterprises Investing in the United States to support Taiwanese companies’ entry into U.S. supply chains. To the present time, 15 public and private banks have expressed their willingness to participate in the initial fundraising phase of the program, helping enterprises invest in the United States and strengthening the US-Taiwan investment partnership. He also called on AmCham to continue using its influence to encourage the U.S. side to speedily provide legislative approval of the Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income (ADTA), generating mutually beneficial outcomes for both sides.

In response to AmCham’s recommendations on strategic cooperation in the area of technology, Minister Yeh emphasized that Taiwan’s complete semiconductor ecosystem and advanced information and communications technology capabilities give it an irreplaceable development advantage in the global AI supply chain. The government has identified 13 strategic industries as focuses of future development and is currently promoting the Ten AI Initiatives Promotion Plan, investing in the research and development of three critical technologies: quantum technology, silicon photonics, and robotics. The aim is to facilitate AI adoption across industries and expand AI applications in various sectors. In addition, the Artificial Intelligence Basic Act, passed earlier this year, established the National AI Strategy Committee to oversee and coordinate AI policy and implementation nationwide. The government’s vision is to upgrade Taiwan from a producer of AI hardware to a provider of comprehensive AI solutions, delivering trusted computing power, advanced technologies, and investment opportunities to the world.

Regarding enhancement of energy resilience, Minister Yeh stated that amid the global trend toward net-zero transformation, energy resilience is no longer just a matter of electricity supply but an important issue affecting national security, industrial competitiveness, and economic resilience. The government has completed an inventory of energy supply and is confident stable electricity generation will be maintained to 2032 and beyond. It is also promoting a second energy transition built on four pillars: developing diversified renewable energy sources, promoting deep energy conservation, strengthening energy storage capacity, and enhancing grid resilience. The aim is to establish an autonomous, low-carbon, and reliable power system while driving substantial opportunities for growth in green industries.

As for governance optimization and talent policy, Minister Yeh noted that the first agreements under the Taiwan–U.S. Initiative on 21st-Century Trade, which came into effect in 2024, have laid a solid legal foundation for bilateral trade and economic relations. In future, the government will, guided by high standards of regulatory practice, continue to enhance transparency and improve Taiwan’s business environment. In response to AmCham’s concerns about forward-looking talent recruitment and retention policies, the NDC is implementing the National Talent Competitiveness Jumpstart Program, which includes measures to recruit foreign professionals in key industries, build a comprehensive talent retention ecosystem, and expand the retention of skilled foreign workers.

The government places great importance on the recommendations presented in AmCham’s annual White Paper. While some issues involve long-term policy planning or require interagency coordination, the NDC will continue to work closely with relevant ministries and AmCham to cultivate the deepening of Taiwan–U.S. cooperation across a wide range of areas and further strengthen the bilateral partnership.
