ANZCham Taiwan Releases 2025 White Paper NDC: Continue to Enhance Partnerships with Australia and New Zealand and Promote Industry Cooperation and Investment
National Development Council (NDC) Minister Yeh Chun-Hsien received the “2025 White Paper” from the Australia New Zealand Chamber of Commerce in Taiwan (ANZCham) on behalf of the government of Taiwan on December 3rd. During the meeting, he thanked ANZCham for its long-term investment in Taiwan and stated that the government will continue to implement policies and measures relating to the White Paper’s recommendations on economic and trade cooperation, energy transition, bilingual policy, and the health industry. He also expressed the hope that the Chamber will continue its support.

Minister Yeh stressed that Australia and New Zealand are Taiwan’s important economic and trade partners. Since the signing of the Agreement between New Zealand and the Separate Customs Territory of Taiwan, Penghu, Kinmen, and Matsu on Economic Cooperation (ANZTEC) in 2013, bilateral trade has produced impressive results. He conveyed the hope that an Economic Cooperation Agreement (ECA) with Australia can be signed in the future to further strengthen the partnership and promote economic and trade development.

In terms of the energy transition, responding to the ANZCham’s recommendations on promoting energy diversification and strengthening economic security, Minister Yeh said that to achieve the 2050 net-zero transition goal, the government has introduced the second energy transition policy and is actively promoting the diversified development of solar photovoltaics, offshore wind power, geothermal energy, hydrogen energy, and other sources, aiming to advance public-private cooperation to achieve carbon-reduction goals. New Zealand has many years of experience in the geothermal sector, and the two sides will continue to strengthen policy and technological cooperation, adding momentum to Taiwan’s progress toward its net-zero emissions target. Australia is an important strategic partner for Taiwan in low-carbon technologies such as liquefied natural gas supply, renewable energy development, hydrogen energy, and energy storage. Amidst global economic and trade uncertainties, Taiwan will continue to cooperate with Australia on the global issue of key minerals issues to enhance the resilience of related supply chains.

In terms of bilingual policy, in response to ANZCham’s proposals on promotion of English education and youth exchanges, Minister Yeh explained that the government is working through all levels of the education system to promote an immersive bilingual learning environment and improve the English proficiency of the public. The government also continues to build a bilingual environment friendly for foreigners to live and do business in, promoting international youth exchanges and economic and trade cooperation with countries such as Australia and New Zealand.

In the area of Healthy Taiwan, in response to the chamber’s call for enhanced cooperation in the medical industry, Minister Yeh stated that the government launched the five-year Healthy Taiwan Cultivation Plan this year, with total investment of NT$48.9 billion. The plan covers four key areas: improving working conditions for medical personnel, cultivating diverse talent, integrating smart medical technology and promoting socially responsible, sustainable medicine. The government welcomes joint development with ANZCham and industry partners to make Taiwan the country with the most dynamic medical development in the Asia-Pacific region.

Taiwan, Australia, and New Zealand have achieved impressive results in exchanges in areas such as energy, technology, trade, and education in recent years. The NDC will continue to serve as a bridge between ANZCham and various government ministries, promoting closer trilateral industrial co-prosperity and a better investment environment.
