Taiwan’s Comprehensive Carbon Reduction Action Plan

     To implement President Lai’s "National Project of Hope" and its five key strategies for green growth and net-zero transition by 2050, while aligning with international commitments in setting Taiwan’s Nationally Determined Contributions (NDC) targets, the administration has formulated the “Taiwan’s Comprehensive Carbon Reduction Action Plan” to steadily and pragmatically achieve the 2050 net-zero goal.
     Taiwan’s Comprehensive Carbon Reduction Action Plan adopts a top-down approach, focusing on six major sectors through flagship carbon reduction projects to intensify reduction efforts. At the same time, government agencies take a bottom-up approach by proposing sectoral self-driven carbon reduction plans, continuously adjusting strategies as needed. Additionally, the plan incorporates six key innovative mechanisms—technological innovation, financial support, carbon pricing, regulatory adaptation, green collar talent, and community-driven initiatives—to systematically integrates carbon reduction efforts across sectors, while ensuring comprehensive financial planning and support.
     Taiwan’s government will set key milestones, and continuously review policy effectiveness. The goal is to achieve four major transition visions: a more diversified energy transition, a more innovative industrial transition, a lower-carbon lifestyle transition, and a more resilient social transition. Besides, the plan aims to reduce air pollution, enhance energy independence, drive private investment, and cultivate green-collar talent, further accelerating green growth and improving societal well-being.
     Moving toward net-zero transition is both a “shared goal” for Taiwan and the world, and a “shared responsibility” for future generations. It requires the collective efforts of all industries and citizens to take “joint action” to achieve Taiwan’s net-zero vision.
