Streamlining the Supervision and Evaluation Operations of Government

All kind of supervision and evaluation, assessment and, broadly defined, evaluation mechanisms were originally policy tools and methods of management for the purpose of enabling good governance. Later, as the government business grew in size and complexity, reacted to urgent new demands, and required internal management, many new supervision and evaluation measures were added, making supervision and evaluation often become an objective in itself and smothering the passion of low-level civil servant,who were busy filling out various forms and doing tedious routine paperwork. Therefore, through a substantial streamlining of supervision and evaluation, NDC aims to allow grassroots level civil servants to focus on core duties and replace the mindset of concentrated control with the adoption of governance by dispersed authority, encouraging autonomous management and reducing written and numerical supervision and evaluation, and forming a performance management system characterized by personal responsibility, flexibility and efficiency, allowing civil servants to regain their passion and reboot their mission.

NDC has thoroughly reviewed the supervision and evaluation measures of the main government organs and central government with respect to local governments, NDC has formulated the three main streamlined principles of “strengthening autonomous management and implementing differentiated accountability”, “effectively using differentiated supervision and evaluation to improve administrative performance” and “more diverse supervision and evaluation actions with less form-filling.” These will be promoted and implemented through the three main strategies of “self-inventory and self-evaluation to reduce volume at the source”, “Cabinet level agencies leads to encourage other levels agencies,” and “priority resolution of issues reported from the grassroots.” First, a review of supervision and evaluation sources will be carried out to evaluate the necessity, then items to be streamlined will be confirmed by discussion. Executive Yuan level agencies and the NDC will be the first to implement the streamlined measures on supervision and evaluation, and then departments within thel agencies and local governments streamlined work will be further promoted, with the aim of reducing the workload at the grassroots level. Supervision and evaluation actions that are reported by grassroots level civil servants as being duplicated or excessive have been listed as priority items to be streamlined.

Going forward, NDC will begin with the streamlining and relaxing and continue to provide guidance to other agencies and local governments toward autonomous management and will share concrete measures for streamline. First, unnecessary continuous or frequent tasks will be removed. Next, duplicated responsibilities will be consolidated. Finally, remaining tasks that require supervision and evaluation will be simplified. The concrete methods of “lowering the supervision and evaluation frequency”, “reducing the number of cases of enforced control”, and “simplifying the form content” will be promoted, and related accompanying measures, such as an enhanced early warning mechanism; strengthening the communication with external parties and advocacy and promotion, enhancing the education and training of administrative agencies at every level, and the sharing of experience within the supervision and evaluation community.

Streamlining and relaxing the supervision and evaluation procedures is the key to increasing the effectiveness of government administration, and central and local governments should conduct related streamlined work simultaneously. It is hoped that substantial streamlining of the supervision and evaluation work will allow civil servants to focus on core duties, help grassroots-level and civil servants rediscover their passion and sense of mission, thereby increasing the ef9fectiveness of government.
