Immigration Policy

  Taiwan's working-age population, aged 15 to 64, has been shrinking yearly since peaking in 2015. The elderly population surpassed the youth population in 2017 and is expected to double the youth population in 2028. Meanwhile, the working-age population is expected to account for less than 2/3 of the total population.
  In the future, Taiwan will face labor shortages resulting from its low birth rate, and urgently needs to actively expand its sources of labor supply in order to maintain a stable foundation for national development.

  Hence, the government has formulated the Recruitment Policy for Foreign Manpower, targeting three categories of persons: foreign professionals, foreign and overseas compatriot students, and foreign intermediate skilled workforce. To maintain Taiwan's economic growth momentum, the foreign workforce needs to be increased by 400,000 between 2021 and 2030. Concrete strategies have been mapped out to achieve the relevant policy targets, as detailed below.
